The priorities for 2008-2009 are: Indicators of progress
1. Anti-social behaviour – to reduce the negative impact of anti-social behaviour on residents, businesses and visitors.

Anti-social behaviour has been identified as the number one priority for Havant residents irrespective of age or gender.  It can be defined as behaviour that causes harassment, alarm and distress to others and includes

  • rowdy and inconsiderate behaviour
  • alcohol related disorder
  • motor vehicle nuisance
  • vandalism
  • Litter and fly tipping.

2. Criminal Damage – to reduce the incidents of criminal damage including arson.

Crime statistics for the Havant area for the year 2007/08 reveal that recorded crime figures totalled 11867 of which 3193 were criminal damage (including arson)

Strengthening and broadening the executive and strategic leadership of the partnership.

 

Developing clears terms of reference for the

  • Safer Havant Strategic Group
  • Safer Havant Performance Group
  • Safer Havant Delivery Group
  • Prolific Priority Offenders Group ensuring links with related groups.

We will

  • Conduct an annual Section 17 review
  • Constantly monitor our performance against the Hallmarks of Effective Practice
  • Develop Service level agreements for Partnership working with Portsmouth, Fareham and Gosport
2. Improving community engagement

 

Supporting the development of:

  • Neighbourhood Policing,
  • Neighbourhood Watch and the
  • Community Tasking and Co-ordinating Group (CTCG)

We will

  • Monitor our effectiveness in dealing with local concerns about anti social behaviour and crime by the local council and police
  • Utilise the 101 tasking system to gain an overview of community concerns
  • Consider Safer Neighbourhood priorities at the monthly Community Tasking and Co-ordinating Group (CTCG)
  • Produce regular reports to the Safer Havant Partnership meetings from the CTCG .
  • Monitor the percentage of successful neighbourhood priorities resolved to the satisfaction of the neighbourhood (target 33%)

3. Improving communications with an updated, targeted Communications Strategy to ensure residents are informed and reassurance messages communicated

 

We will

  • Develop and publish a partnership Communications Strategy
  • Launch the Safer Havant website and provide monthly updates.
4. Develop preventative strategies based on reducing risk and increasing protective factors

 

Maintenance and further development of early interventions.  The reducing re-offending programme of planned activity seeks to break individuals out of a cycle of repeat offending.  This includes providing treatment and support where it is considered to offer positive outcomes.

 

We will

 

  • Clearly identify repeat offenders, including Prolific and Priority Offenders (PPOs) and others responsible for committing acts of crime and ASB .
  • Seek to effectively share between Havant Council, Havant Police, the Prison Service, Youth Offending Institutes, Probation Service and Youth Offending Service to identify repeat offenders.
  • Clearly identify the drivers towards offending, including consultation with offenders.
  • Clearly identify  the roles that partner agencies can play in reducing re-offending, such as housing providers, training/learning and employment agencies and social care.
5. Improving data collection and analysis

 

The Safer Havant Partnership operates an intelligence generation process to help tackle crime and disorder, and improve community safety.  This process assimilates data that is exchanged across the Partnership, performs analyses, engages and consults with communities, and draws upon the resources from multiple agencies to solve the problems that have been identified.  The Safer Havant intelligence development process operates around a 12-month cycle.  The Safer Havant Strategic Assessment identifies the key issues and helps us to set our strategic priorities.

We will identify the Information Requirements and Scanning (analysis required and areas that we need to scan to identify emerging issues)

 

We will ensure that:

  •  Six monthly review of assessment
  • Performance group reports completed
  • Problem profiles completed for Safer Neighbourhoods
  • Problem profiles completed for priority issues
  • Problem profiles completed for priority areas
