The 2008/09 Safer Havant Partnership Plan
supports the Havant Sustainable Communities Plan 2008 – 2011
and sets out a managed programme of coordinated partnership
activity that is aimed at delivering improvements in community
safety. This includes indicators and undertakings aimed at
reducing anti-social behaviour (ASB), crime and alcohol and
substance misuse including measures to reassure local communities
and make them feel confident that their concerns and fears are
being addressed.
The Partnership will complete an annual
strategic assessment to inform priorities for action and each
priority will have detailed actions. The strategic assessment
will seek to answer the following questions:
- Do we know everything that we need to
know?
- What are we currently doing and is it
effective?
- What else do we need to do?
Reducing crime, disorder and ASB and the harms
caused by drugs and alcohol is dependent upon many cross cutting
themes. The Safer Havant Partnership Plan is developed
with these other themes in mind, and commences a programme of
community safety activities that will be coordinated alongside
other initiatives that aim to improve conditions and services for
education, skills, employment, housing and health. This
includes the coordination of this Plan’s programme of work with the
Havant Local Area Agreement for 2008 – 2011, the Havant Sustainable
Communities Plan 2008 -2011, the Drug Treatment Plan 2008, Children
and Young Peoples Plan 2008–2011, the Joint Health Strategy
2008–2011 and the borough’s programme of neighbourhood renewal.
The partnership will also work in line with
the national ‘Hallmarks of Effective Practice' (see Appendix A >>) and Section 17 of
the Crime and Disorder Act 1998 (see Appendix B >>) in order to create a
Borough where we value and respect each other and the environment,
and where we all enjoy lives free from crime, the fear of crime and
substance misuse.
The Safer Havant Partnership will focus on five priority areas
identified in the 2008/09 strategic assessment, namely:
- Anti-social behaviour
- Criminal Damage including arson
- Drugs and alcohol
- Assault
- Reducing the vulnerability of young
people
Delivery and measuring success:
Safer Havant Strategic Group
The strategic group operates on behalf of the
Safer Havant Partnership and consists of executive members from
Havant Borough Council, Havant Police, Hampshire Primary Care
Trust, Hampshire Police Authority and Hampshire Fire and Rescue
Service. Other members include Hampshire County Council and
voluntary groups such as Neighbourhood Watch, Citizens Advice
Bureau and Victim Support.
The strategic group uses the annual Safer
Havant Partnership Strategic Assessment as the basis to develop the
Safer Havant Partnership Plan and revise its content over the Local
Area Agreement three year cycle. The Plan also contains within it
the flexibility to ensure that new issues are also considered
during the Plan’s lifecycle and that new demands from the community
are responded to.
Delivery of the Plan
The delivery of the Partnership plan will be
overseen by the Safer Havant Strategic Group and managed by the
Performance group consisting of key managers from across the
Partnership who will set the direction of travel, agree the levels
of resources to be used and monitor performance against agreed
targets.
The Safer Havant Partnership will monitor
progress by measuring our performance against national indicators
as set out below and will develop complimentary local indicators
and detailed plans including SMART targets identifying lead
agencies and individuals and milestones to support delivery.
The Safer Havant Partnership has identified indicators from the
National Indicator Set and others that are shared across partner
agencies.

prevent progress towards our objectives this year. Appendix C >> sets out how these risks will
be minimised and who is responsible for managing them.
