Appendix A – National Hallmarks of Effective Practice

 

The Safer Havant Partnership has adopted a set of core values in line with the National Hallmarks of Effective Practice.

Empowered and effective leadership

The Safer Havant Strategic Group uses the annual Strategic Assessment as the basis to develop the Plan and revise its content over the Plan’s three-year cycle.  The Plan’s focus is towards responding to those issues that have been identified in the Strategic Assessment as Havant’s strategic priorities.  The Plan also contains within it the flexibility to ensure that new issues are also considered during the Plan’s lifecycle and that new demands from the community are responded to.

 

  • Safer Havant Strategic Group, chaired by the managing director of Havant Borough Council
  • Focused membership, including the Central Operation Command Unit of the Hampshire Constabulary, Hampshire Fire and Rescue Service, Primary Care Trust, Hampshire Police Authority, elected Member for Community Safety, Hampshire Probation Service responsible authorities, community and voluntary sector with ‘job descriptions’ for members
  • Commitment to annually review service delivery, structure and Terms of Reference
  • Representation on Havant Community Board, County Strategic Crime and Disorder Reduction Partnership and Local Area Agreement Project Board
  • Partnership Performance Group consisting of key managers from across the partnership

Intelligence led business processes

The Safer Havant Partnership operates an intelligence generation process to help tackle crime and disorder, and improve community safety.  This process assimilates data that is exchanged across the Partnership, performs analyses, engages and consults with communities, and draws upon the resources from multiple agencies to solve the problems that have been identified. 

 

Partnership Tactical Assessments act as performance review documents that monitor performance against targets, review the strategic priorities and identify any new emerging issues.  When particular problems require further understanding and explanation, analysis of the problem is conducted and is captured in a Problem Profile.  These Problem Profiles provide new knowledge chunks, being commissioned on the basis of the strategic and tactical assessments and add new intelligence that helps to understand, interpret and explain the problems they consider.  The Safer Havant Community Safety Plan draws from the strategic priorities identified in the Strategic Assessment and puts in place a plan to reduce crime, disorder, anti-social behaviour, improve community safety, and address the fears and concerns of local communities.

 

  • Identifying appropriate data collection mechanisms and relationships
  • Undertaking research and analysis that will develop the partnership plan and ensure crime reduction measures respond to changing needs
  • Developing considered responses to crime prevention building on current community safety activity and developing new crime prevention initiatives where needed. We will only develop actions that are evidence based and outcome focused.
  • Working to and reviewing the agreed local protocols for information sharing.

Effective and responsive Delivery Structures through the Havant Community Safety team

The Havant Community Safety Team is the intelligence and co-ordination hub of the Safer Havant Partnership.  The Unit produces partnership intelligence products to support decision making.  The products are created by gathering data and other intelligence from across the Partnership.  The products the Havant Community Safety Team generates include the annual Strategic Assessment, Partnership Tactical Assessments and Partnership Problem Profiles.

 

Tactical Assessments and Problem Profiles are created to support the monthly Community Tasking and Co-ordinating meeting process and the Problem Solving process.  Problem Profiles also support the time-limited sub groups and the multi-agency Theme Groups

 

  • Inter and intra agency working is recognised as the best way to tackle complex issues and deliver outcomes. Partnership working is crucial to our work. Safer Havant Partnership has multi-agency delivery/strategy groups associated with each priority reviewed annually.
  • Recognition of the motivations, drivers and influences that lead to different levels of offending, and understanding differences between demographic groups, particularly age.
  • Identifying those young people at risk of becoming involved in crime and anti-social behaviour and providing Targeted Youth Support
  • Understanding and delivering diversionary activities that are most effective in helping to prevent offending.   Ensuring participation of those at high risk of offending are engaged in diversionary schemes.
  • Understanding and identifying the specific roles that education and other youth services can play in preventing offending by young people, and delivering appropriate coordinated services
  • Consulting with those most at risk of offending and also offenders over their requirements and providing them with Targeted Youth Support.
  • Limiting the routes through which drug and alcohol misuse leads to offending, including drug and alcohol supply, health effects, financial effects, and socio-economic effects.
  • Multi-agency Community Tasking and Coordinating Groups which use a problem solving approach to resolve issues raised by the community (including Ward Councillors)

Engaged Communities through

  • Consulting and reflecting on local priorities. Local people know their area best and need to be part of local solutions. Local concerns must underpin the partnership plan. Additional efforts are made to consult vulnerable groups to ensure social inclusion.

  • Active monitoring of 101 and other calls to service
  • Local activity events and surveys
  • Leigh Park task force
  • Supporting the development of Neighbourhood Watch and other community based groups

  • Developing new processes for monitoring, evaluating and reviewing the Partnership Plan and associated delivery plans

Appropriate skills and knowledge

The Safer Havant Partnership is constantly reviewing the key roles to ensure that staff are supported and have the relevant skills:

 

  • Experienced crime analyst developing expertise in multi-agency community safety work
  • Experienced Community Safety Team Staff
  • Experienced information and performance management capacity
  • Extensive strategic knowledge across the area
