The Strategic Group controls the direction of the Safer Havant Partnership and consists of executive members from Havant Borough Council, Hampshire Constabulary, Hampshire Probation Area, Hampshire Primary Care Trust, Hampshire Police Authority and Hampshire Fire and Rescue Service. The current Strategic Group members are:
Sandy Hopkins is the Joint Chief Executive of Havant Borough Council and East Hants District Council and is the current Chair of the Safer Havant Partnership.
Sandy joined Havant Borough Council in June 2001 as the Director of Community Services. In December 2002 Sandy took up the role of Director of Change to drive through a major programme of reorganisation and transformation across the Council.
At the end of this project in June 2003, Sandy became Corporate Director with responsibility for the support services.Holding a Masters in Business Administration, Diploma in Marketing and BA (Hons) Degree in English with History, Sandy is also a Member of the Chartered Institute of Marketing.
Sandy was appointed Chief Executive of the Council in September 2007. In addition to her role at the Council, Sandy is Vice-Chair of Governors at Havant College and chairs the Sustainability and Social Infrastructure Delivery Panel of the Partnership of South Hampshire (PUSH).
In her spare time Sandy enjoys the many cultural pleasures of the South Coast including theatre, walking, wining and dining and the variety of sporting opportunities but most particularly tries her hand on the golf courses of Hampshire. Sandy also enjoys travelling further afield to explore the delights of other cultures and is a keen independent traveller.
I have worked for the Hampshire Constabulary for 21 years and have served at various stations including Southampton Central, Whitehill, Gosport and Alresford.
Before coming to Havant I worked in strategic planning at headquarters in Winchester for two years. I am also a firearms incident commander. Having been born and raised in Havant it was somewhat of a homecoming being posted here as the district commander in April 2007. It is my aim to work closely with partner agencies and the community to provide the very best service to Havant and to make it the safest borough in Hampshire.
I am married with three children. My wife works as a teacher in secondary education. I have always enjoyed ball sports and still play tennis and football. I am also a keen walker and interested in wildlife.
I joined Hampshire Fire and Rescue Service in June 1986. After completion of my initial training I served at Eastleigh and Copnor fire stations before gaining promotion to Fareham as a crew manager in 1992.
I was promoted to Watch manager at Copnor in 1995 before transferring as a training instructor to our training department in 1997. I was promoted to Station Manager within the training department in 1999. In 2001 I was promoted to Copnor as Station Commander. In 2004 I was promoted to Assistant Divisional Officer working on Policies and Operational procedures.
I was promoted to Group Manager in the Borough of Havant in 2008 and am responsible for Havant, Waterlooville, Emsworth and Hayling Island with approximately 140 personnel both uniformed and non-uniformed working from these stations.
Within my Group we protect a residential population of 117,000 occupying approximately 48,400 dwellings. In order to reduce the number and impact of fires and Incidents within the Havant area, we are committed to the integrated approach to risk reduction. We will combine both Response and Protection resources in order to identify at risk groups whether in residential premises or workplaces and by information, education or enforcement will reduce the risk of death and injury from fire.
Prior to joining Hampshire Police Authority (HPA) in 2007 as an independent member I served in the Royal Navy followed by 30 years in the defence industry. Following my early retirement in 2000 I formed my own consultancy business and worked closely with Havant Borough Council Community Safety Team in developing and delivering the 3 year Strategy for Reducing Crime and Disorder in the Borough.
My position on The Safer Havant Partnership Strategic Group is that of a ‘link member’ for HPA ensuring communications between the Authority, the partnership and other Authority strategic group link members.
I have lived in the area since 1959 and have worked closely with many support groups as a volunteer. My additional link positions within HPA have further strengthened my understanding of both local and county issues surrounding the safety and wellbeing of the many communities and visitors alike.
My spare time activities include charity work, classic motor sport, golf and travel.
Neil Luckett has worked as a NHS Public Health Manager in the South East Hampshire area since 2004. Over this time he has been involved in the development and delivery of health improvement strategies and projects which support and integrate with local partnership and community safety plans.
Hampshire Primary Care Trust is a countywide commissioning organisation and Neil has specific responsibilities to lead and develop alcohol work aimed at reducing its health and community impact.
Neil has twenty two years self-employed experience in the commercial sector, managing hotels, restaurants and catering businesses in Dorset, Wiltshire and Hampshire. Following this he worked for short periods in the local authority and voluntary sector before joining the NHS.
Interests include: photography, cooking, ballroom and latin and touring in his motorhome.
I am the operations manager for the Hampshire Probation Trust
in East Hampshire and am responsible for the work of probation
teams in Havant, Aldershot, Fareham and in Winchester Prison. As
well as ensuring that Hampshire Probation Trust makes an effective
contribution to the Community Safety Partnership, I have a
responsibility to ensure the effectiveness of Multi Agency Public
Protection Arrangements (MAPPA) and chair meetings to manage the
offenders who present the highest level of risk. I have worked in
the Probation Service since 1978.
Originally from Preston, I now live in Southampton and am married
with three grown up children. I like walking and am a big fan of
public foopaths and Ordnance Survey maps. I speak Spanish and
German and like to travel in those countries.
